Is it ingrown hairs :(?

I have been getting red bumps that appear in clusters after shaving... and even though I had only used veet, a few weeks after, my butt was COVERED in red bumps... (I have shaved this area before, but that time the razor bumps appeared closer to my butt crack and went away in a couple days) they've gotten a little better but they're still there. They're like tiny pimples! I'm treating them with salicylic acid and witch hazel... it's disgusting... it runs up my back... and after shaving yesterday, a bunch of new ones appeared on my legs! I use plenty of shaving gel for sensitive skin, but I shave in the wrong direction because my hair is so thick that it won't go away unless I do. Should I get after shave? Or could this actually be something else and not razor bumps? They look just like little pimples, itch a lot, and appear in patches. And Mom won't take me to the doctor because we don't have money! Please help me please! How can I prevent them and get them to go away? It's scary because they won't fully go away... it's been this way for about a week now. :(
